Starting with the right setup
With 21 mods, MMDJam 2020 is lighter than the large kitchen-sink packs that can take several minutes just to wake up. Even so, Forge servers benefit from strong single-core CPU performance, particularly during startup, exploration, and busy moments with several players moving through different areas.
Memory needs commonly depend more on player activity and world growth than the headline mod count. A small group staying near one base is easier on the server than several players exploring in separate directions. Leave some breathing room rather than choosing a plan that only just starts the pack.
Because this is an older Minecraft and Forge release, mod versions matter. Adding newer or mismatched files can stop the server during launch. Back up the world before changing the pack, then make one change at a time.
Keeping the world healthy
Exploration steadily creates more terrain and increases the size of your world files. That is normal, but rapid travel by several players can still cause short lag spikes while chunks generate. Performance mods included in the pack may help with common bottlenecks, but they cannot make new terrain free to generate.
